LEGAL SERVICES

Disabilities Law Project (DLP) - Provides free legal assistance to people with disabilities, their families, and their organizations. Their main purpose is to advocate for the civil rights of persons with mental and physical disabilities, including children with serious mental health problems, in cases involving discrimination, especially their right to live as integral parts of their communities.

The Disabilities Law Project publishes many useful and highly recommended advocacy handbooks and manuals. Two highly recommended resources are:

  • The Catalogue of Supports and Services for Persons with Disabilities: A Resource for Advocates, Service Providers, and Policy Makers - provides a comprehensive overview of governmental programs and supports available to persons with disabilities in Pennsylvania. It identifies the eligibility criteria for each program, how to apply for services, and the administering agencies and funding sources.  (Highly recommended).
  • The Long Term Care Supports Guidebook. The Guidebook is a shorter, more user friendly version of the Catalogue intended for use by persons with disabilities and their families. Copies of the Catalogue and copies of the Guidebook can be viewed or downloaded from the website of the Disabilities Law Project at www.dlp-pa.org Hard copies for those who lack web access or copies in alternate format can be requested from the Disabilities Law Project Philadelphia office at 215 238-8070 (voice) or 215 789-2498 (TDD).
  • Other useful Advocacy publications are available at their website.

Education Law Center - Provides advice and direct legal representation in all educational issues affecting children including special education. Publishes a manual, The Right to Special Education in Pennsylvania, which explains the special education process and is free to parents. This is available in English or Spanish.

Pennsylvania Health Law Project (PHLP) - Advocates for access to consumer-directed health services for persons with disabilities. Provides information about the Medical Assistance application process.

SeniorLaw Center – Provides legal help for seniors. The SeniorLaw Center protects the legal rights and interests of older Philadelphians in need, providing free legal services, community legal education, professional training, advice, information and referral services, and advocacy. They have staff able to work with the Asian and Latino Communities, and seniors with limited English.

Temple Legal Aid Office - Temple's Legal Aid is a program of Temple University School of Law. It is located at 1719 North Broad Street, 19122. Telephone: 215-204-1800 Hours are Monday through Friday, 9am - 5pm. Temple Legal Aid Office provides free legal representation to qualifying, low-income, Philadelphia residents. Three full-time attorneys, a paralegal, and clinical legal interns provide representation in civil law matters such as family law (divorce, spousal support, kinship adoption, etc.), unemployment compensation, problems encountered with Health Insurance companies, life-planning (wills, powers of attorney, etc.), employment discrimination, and public benefits.

NATIONAL ORGANIZATIONS

Center for Disability Law & Policy - The Center for Disability Law & Policy (CDLP) is a non-profit public interest law center that provides advocacy and legal services to individuals with disabilities throughout Pennsylvania. It was established in 1976 as Southeastern Pennsylvania Legal Services for the Deaf and has served as the state-wide advocate for persons with disabilities seeking or receiving services under the Rehabilitation Act of 1973 since 1981, and in this capacity administers the Client Assistance Program (CAP). The Center also represents individuals with claims under the Americans with Disabilities Act (ADA) and has substantial experience with the litigation of employment discrimination cases.
